A Certificate of Eligibility helps establish qualifying service and entitlement. Approval also depends on applicable credit, income, occupancy and property requirements. Active-duty service, veteran status or a qualifying surviving-spouse situation must be assessed under the relevant rules; the COE is not a mortgage commitment.

Allow for closing costs, prepaid housing expenses and any applicable VA funding fee. Some borrowers are exempt from that fee. A purchase above appraised value or limited available entitlement may require additional funds. VA-backed loans do not have monthly PMI, but they are not necessarily free of upfront costs.

VA purchase loans generally require qualifying personal occupancy, with specific timing and exceptions. They are not intended to finance a rental-only investment.
